Bill on privileges of province governors tabled in House

KATHMANDU, Sept 26: The government has registered a bill in parliament, specifying the allowance and other perks and benefits each provincial governor will be entitled to in the new federal set up.  Deputy Prime Minister and Local Development Minister Bijaya Kumar Gachchhadar registered the bill in the House on Monday.

KATHMANDU, Sept 26: The government has registered a bill in parliament, specifying the allowance and other perks and benefits each provincial governor will be entitled to in the new federal set up. 

Deputy Prime Minister and Local Development Minister Bijaya Kumar Gachchhadar registered the bill in the House on Monday. 



The bill proposes Rs 64,000 a month as salary, Rs 18,000 a year as uniform allowance and Rs 40,000 a month as hospitality allowance for each provincial governor.

Similarly, the bill proposes Rs 3,000 a day as travel allowance within the country and US$ 250 a day while traveling abroad. Each governor will also be entitled an insurance package of Rs 1.5 million, according to the bill. 


While the government will provide residence, vehicles and fuel to each governor, the latter will be eligible to have a maximum 12-member secretariat including a personal secretary, an assistant personal secretary, a deputy personal secretary, a personal officer, a photographer, a computer assistant and an administration assistant.  The 12-member personal secretariat of the governors will also include an administration assistant, an accounts assistant, two drivers and two office assistants. 


Separately, the governor will be eligible to appoint one personal physician and experts to help in the day-to-day governance. However, the number of such experts that the governor can appoint shall be as determined by the government.


The governor shall have to take the oath of office and secretary from the president and the Office of the Prime Minister and Council of Ministers shall be his/her liaison office to establish contact with Nepal government. 


Among other things, the bill proposes that no court cases shall be allowed against the decisions made by the governors while in office or out of office.
