In the draft, if a local level is willing to register names from its central or ward level and requests the EC through the election office, the EC will give permission based on the evaluation of the physical resources and human resources available at the local level. Once authorization is granted, the registration of the voter list will start. This will involve the appointment of registration officers and the utilization of employees already working at the local level, either at the local center or ward level.

If a person wants to register his/her name in the electoral roll, he/she can fill the form through the online system and select the date that is suitable for him/her to provide the biological (biometric) details from the relevant local level. Upon the submission of biometric data, the draft stipulates that the individual's name will be registered at their permanent address. Furthermore, the draft includes provisions for the collection of registered individuals' details during the final voter list publication, ensuring continuous updates.
