In the four-point agreement reached earlier, the ruling CPN (Maoist Center) and CPN-UML had agreed to reduce the number of ministries to seven from the existing eight ministries. There are widespread criticisms against the provincial governments for increasing the number of ministries to create a parallel structure like the federal government.
