Ministry orders cancellation of waste management contract

PATHARI, (Morang), July 12: The Ministry of Local Development has issued instruction to the Biratnagar Sub Metropolis to scrap the contract with the Waste Management Pvt JV Group. 



The Ministry instructed for cancellation of the contract citing the bidding process for a five-year contract with the Group did not tally with the existing regulation. The Group had won the tender for overseeing the waste management in Biratnagar. 



A secretarial-level meeting held on July 1 took the decision to scrap the contract with the JV Group and seek a new bidding process as per Public Procurement Act – 2063, Public Procurement Rule – 2064 and Local Body Finance Administration Rules – 2064, according to the Biratnagar Sub Metropolis. 



The Ministry's letter with the instruction arrived at the Metropolis Office at 3 am on Sunday through a fax machine, a source revealed. 



The Ministry said the publication of notice on technical and financial proposal for waste management did not comply with the existing process, and that Waste Management Pvt JV Group was selected although it had applied for the job after the set deadline expired. 



Balram Chalise had filed a complaint at the Ministry citing his dissatisfaction with the selection process and demanded scrapping the contract. RSS
