Motion on suspension of rules of HoR passed

KATHMANDU, July 2: Today's meeting of House of Representatives has passed the motion on suspension of rules of House of Representatives Regulations 2075 with majority of votes.

KATHMANDU, July 2: Today's meeting of House of Representatives has passed the motion on suspension of rules of House of Representatives Regulations 2075 with majority of votes. 



The proposal presented by Chief Whip of the Communist Party of Nepal, Dev Prasad Gurung, was seconded by Whip of the opposition party, Nepali Congress, Pushpa Bhusal. 


Taking part in the discussion over the bill, lawmaker Prem Suwal said that suspending the rules and declaring the prohibited area was not a right democratic practice, so his party would not accept it.

Similarly, lawmaker Durga Poudel said that the reason behind suspending the rules was not genuine while Krishna Bhakta Pokharel said that activities should be carried out in order to conclude the peace process for forever. 


Responding to the queries of the lawmakers, Minister for Law, Justice and Parliamentary Affairs Sher Bahadur Tamang asserted that the Bill was forwarded in a bid to institutionalize the achievements of the movements aimed at political changes in the country. 


"Although the issue relating to the motion on suspension of rules of House of Representatives Regulations 2075 seems unpleasant but it has been brought forward due to the compulsive circumstance," said Minister Tamang, adding that the sentiments of the lawmakers favouring the suspension of the rules of House of Representatives Regulations 2075 would be honoured in days ahead. 


Earlier, the HoR had approved the proposal tabled by Minister Tamang seeking consideration on the Bill on the Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act (First Amendment)-2075 by a two-thirds majority. 


The proposal on the motion on suspension of rules of House of Representatives Regulations 2075 was forwarded pertaining to the constitutional provision to replace the Ordinance on the Bill on the Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act (First Amendment)-2075 within 60 days of issuance. 


The meeting of the HoR is adjourned until its next meeting at 4:30 pm today.
