President did not follow rules and procedures: General Secy Gurung

POKHARA, Oct 1: CPN (Maoist Center) General Secretary Dev Gurung has alleged that President Bidya Devi Bhandari had attacked the system itself by not certifying the Citizenship Bill.



Speaking at the greeting exchange program organized by CPN (Maoist Center) Pokhara Metropolitan City Committee on Saturday in Pokhara on the occasion of Dashain, General Secretary Gurung accused President Bhandari of attacking the system by not authenticating the Citizenship Bill.

“In a democracy, there can be disagreements on any issue, but it is everyone's responsibility to follow the rules and procedures,” he said. “But what an irony! The president did not follow the rules and procedures. This has attacked the system. Everyone including the president must follow the rules and procedures.”


Maoist General Secretary Gurung, who is also a former Law Minister, said that the latest actions of President Bhandari also raise questions on the principle of separation of powers. “If the President does not approve the matters passed by parliament, it will raise questions about the legitimacy of the legislature itself,” he said.
