KATHMANDU, April 28: The government has removed legal barriers to register vehicles made in Nepal. By amending the Transport Management Procedures Guideline 2060, the Department of Transport Management has made special provision regarding the registration of vehicles assembled or manufactured in Nepal.
The government has revised the guidelines by adding a new point 11.1.1 to the point number 11.1 of the said guidelines. The new point mentions that, “Regardless of what is written elsewhere in this directory, the customs declaration of such vehicles is not required for the purpose of new registration, transfer registration, modification registration, auction registration, re-registration and renaming of vehicles manufactured in Nepal or assembled in Nepal.”
According to this, now vehicles manufactured in Nepal have to submit the proof of opening of the Letter of Credit (LC) for registration.

For new registration, transfer registration, alteration registration, auction registration, re-registration and naming of vehicles to be assembled or manufactured in Nepal, the assembling or manufacturing company shall pay value added tax instead of the customs and in the case of vehicles that attract the provisions related to internal duties according to the prevailing law. It is mentioned that the fee withdrawal form should also be submitted. The government can register such vehicles on the basis of VAT receipts, excise clearance form and number plate.
Along with this, the way has been opened to register all types of electric and petrol-diesel vehicles made in Nepal. Since the electric motorcycles made in Nepal could not be registered due to legal obstacles, the government has now opened the registration process of electric vehicles.
The electric bike 'Yatri' made in Nepal had been warned to stop production after not getting the number plate. Passengers of such electric bikes have been surprised by the traffic police by asking them for explanations for a long time by saying that they do not have a number plate during the security check.
Due to the process prescribed by the Transport and Vehicles Act-2049 and the Bagmati Province Transport and Vehicles Act for vehicle registration, it was not possible to register the vehicles made in Nepal. However, by revising the guidelines, the government has made arrangements to register vehicles made in Nepal.
