At a face-to-face program organized here today by Reporters Club Nepal, leaders said it was ill-intention to enforce the same provision for removing difficulty on all governments change in transitional time despite having provision of government formation as per the Article 298 of the Constitution.

Minister for Information and Communications Sherdhan Rai noted that the decision on removing difficulties was made to open up way for the formation of a new government after the no-trust motion as better understanding among the political parties was needed to bail the country out of transitional status. "The UML-led government had taken initiative to form a national consensus government. But the avenue for the same was shut stating all major parties should not join the government. Still the national consensus government is imperative for the implementation of the constitution", he added.

UML will decide its stance based on the way the new government will move ahead, he further said.

Nepali Congress central member Ramesh Lekhak said there was no situation to enforce the power to remove difficulties clause when there were several avenues for the formation of a new government under Article 298 of the Constitution.

"There was no need to go for removing difficulties as Article 298 has the provisions on no-trust motion, Prime Minister seeking trust votes, tendering resignation and other conditions in which the Prime Minister is relieved of the post", he added.

CPN (MC) leader Dev Prasad Gurung made it clear that his party was of the view to form national consensus government for the effective implementation of the constitution.

He further noted the proposal for power to remove difficulties despite having clear provisions on government change in the Article 298 of the Constitution and Parliament Rules has imparted a message that the same process should be adopted while changing any government.

Co-Chairperson of Sadbhavana Party Laxman Lal Karna clarified that the Madhesi Morcha would not join the government till their demand of constitutional amendment was met.

Echoing other speakers, he said they could not understand why the power to remove difficulties was undertaken despite clear provisions on government change in Clause 49 of the Parliament Rules and also in the Constitution. RSS
