KATHMANDU, July 12: Three bills have been presented in the fourth meeting of the 13th Municipal Assembly of Kathmandu Metropolitan City on Tuesday.



In the meeting, the coordinator of the legislative committee, Macha Raja Maharjan, presented 'Communication and Information Bill 2080 BS', 'Public Health Service Bill 2080 BS' and 'Metropolitan Police Bill 2080 BS'.


Maharjan also introduced the Amendment Bill of Compulsory and Free Education Act 2075 BS and Employee Service Act 2077 BS and Building Construction Standards 2080 BS. Similarly, Suman Shrestha, member of the Good Governance Committee and Chairman of Ward No 14, submitted a proposal to create vacancies in various posts under the  City Police Service and Administration Service.

Communications and Information Bill


The KMC has introduced Communication and Information Bill to ensure communication management, data collection, open data distribution, freedom of thought and expression and the right to information. Journalism, publishing and broadcasting, advertising management and other topics are included in the bill. There are 67 clauses in the ten-chapter Bill. Media management, media registrar and media establishment, manpower and internal communication management, development and promotion of journalism, advertising regulation, management, enforcement of right to information, information, record and data management are included in the bill.


Public Health Service Bill


It is said that this bill has been introduced to make free, basic and emergency healthcare services accessible to citizens. Basic health services and service providers, school health services, mobile health services, specialist health services, social security and health insurance, internal and external health service operations and management are included in the bill.


Monitoring and quality, public health emergencies, ambulance and mortuary services, environmental health, food and water quality, non-food items, alcohol and tobacco products control and regulation, public health-friendly building construction are included in the bill. The bill has 11 chapters and 63 clauses.


Metropolitan Police Bill


Provisions related to city police are kept as a single authority of the local level in the Constitution of Nepal. The bill has been formulated to organize the mobilization of city police for the effective implementation of KMC's policies, laws and decisions. The goal is to make the work carried out by the city police service-oriented, public-responsive and quality-oriented. The bill has 11 chapters and 65 clauses.
