Stating that no country has ever approved a grant from another country through parliament, Rawala asked, “Why does the MCC agreement have to be ratified by parliament in Nepal?” He also maintained that the project is not in favor of Nepal. Furthermore, Rawal said that it would be politically immoral to review past agreements and go for unequal treaties contrary to the constitutional commitment to reach agreements on the basis of equality and mutual benefit.

Furthermore, he said that Nepal would have to abide by the existing laws of the US and laws in the future as well if the MCC agreement is approved and it will leave Nepal with no choice but to play at the interest of a foreign nation. Rawal said that the provisions of the agreement which are in conflict with the constitution, national independence and interests of Nepal should be amended and changed or else the agreement should be canceled.
