Ethics in bureaucrats is essential for strong bureaucracy: Ex-Secretary Khatiwada (With full interview)

KATHMANDU, Mar 19: Former Secretary Dharani Dhar Khatiwada has said that the unnecessary interference of the ministers and higher government officials hover in the bureaucracy because of which public service in Nepal has been undermined.



Stating that the ministers and higher officials lack intellectuality as they do not have ethics and are not quite professional, Khatiwada said that the nepotism and favoritism have high influence in the bureaucracy of the country.

Speaking at the regular program Nagarik Manch of Radio Nagarik, Khatiwada said that the lack of the intellectuality in the bureaucracy has led the state of indecision. Terming Nepal as the ‘Banana State’ (Soft State), he expressed his dissatisfaction over the activities against the law and acts and felicitating the culprits instead of penalizing.


He claimed that the most of the policies in the country are formulated in favor of limited sectors which are discussed in ‘bedroom’ and are implemented in the office. He criticized the higher officials for not being updated with the factual statement of the country.


Khatiwada was promoted to the post of secretary after 16 years of service as joint-secretary, which was quite an unusual trend in Nepal. He urged the Office of Prime Minister and Council of Ministers to mobilize and to monitor the bureaucracy in micro-level.
